A wind mitigation inspection in Jupiter FL is the inspection that produces Florida's Uniform Mitigation Verification Inspection Form — OIR-B1-1802 — so your insurer can apply hurricane-loss credits. What the form is

The Florida Office of Insurance Regulation's wind-mitigation resource page lists OIR-B1-1802 as the Uniform Mitigation Verification Inspection Form. An authorized inspector completes it during the wind mitigation inspection. OIR also lists related forms: OIR-B1-1655 (notice of premium discounts for hurricane loss mitigation, provided by the insurer at issuance and renewal), OIR-B1-1699 (windstorm mitigation discounts for single-family residences), and OIR-B1-1700 (non-single-family residences).

OIR states that section 627.0629, Florida Statutes, requires OIR, by January 1, 2025, and every five years after that, to review and update the fixtures or construction techniques demonstrated to reduce windstorm damage, along with related insurance discounts and deductible reductions. In June 2024, Applied Research Associates completed a Residential Wind-Loss Mitigation Study. As a result, OIR says the Uniform Mitigation Verification Inspection Form (OIR-B1-1802) has been updated effective April 1, 2026.

Who may sign OIR-B1-1802

F.S. 627.711(2)(a) requires insurers to accept as valid a uniform mitigation verification form signed by the following authorized mitigation inspectors:

  1. A home inspector licensed under s. 468.8314 who has completed at least 3 hours of hurricane mitigation training approved by the Construction Industry Licensing Board, including hurricane mitigation techniques, compliance with the form, and a proficiency exam;
  2. A building code inspector certified under s. 468.607;
  3. A general, building, or residential contractor licensed under s. 489.111;
  4. A professional engineer licensed under s. 471.015;
  5. A professional architect licensed under s. 481.213; or
  6. Any other individual or entity recognized by the insurer as possessing the necessary qualifications to properly complete the form.

An insurer may, but is not required to, accept a form from any other person with qualifications acceptable to the insurer. A person authorized to sign must inspect the structures referenced by the form personally, not through employees or other persons, and must certify that personal inspection. OIR tells consumers to verify that the inspector is authorized under section 627.711(2)(a).

The statute also bars inspectors from paying insurance agents for referrals, and bars agents from taking that pay. Insurers may independently verify a form at their expense.

What the insurer must tell you

F.S. 627.711(1): using a form prescribed by OIR, the insurer shall clearly notify the applicant or policyholder of any personal lines residential property insurance policy, at issuance and at each renewal, of the availability and the range of each premium discount, credit, other rate differential, or reduction in deductibles for properties on which windstorm-loss-reducing fixtures or construction techniques can be or have been installed.
